- McPhail completed a while back. Dodge took a little while longer to wrap things up but now Tim has everything.

- Fifteens Committee Meeting held Wednesday Feb-10th.
- Reviewed initial draft of Fifteens TOR.
- Committee was invited to the WER update conf call
- Committee to provide lists of Short & Long Term focus topics.
- Discussed on-going negotiations related to Fifteens Nationals.
- 3.4.3 Competitive Match Waivers submitted
- Will seek all SR’s to have a Memorandum Of Understanding in place before Sept-1st.
- Chair / SCC – I think there was discussion regarding the SCC approved budget with the Referee Group for SR’s and Nationals? Update?
- McPhail working with Olivia Rodgers and will get it sorted out
- Emphasize using local refs when possible
- Confirmation of National Championship dates for next cycle?
- 15s committee will make a recommendation then bring to SCC
- David shared the below SR table with the USA Referee Coordinator.

USAR Referee and Laws Committee (RLC) – David Chapman

- RLC Meeting was Feb 11, 2025
- The global law trials were brought in on Jan 1.
- There have been some issues with updating laws or other info on the current USAR web site
- First Tuesday of every month, the referee development folks have referee talks
- Discussion about MLR law trials
- Comment: grassroots refs need to follow law and not TV rugby.
- RLC is looking for a qualified rep to take over their DEI position
- May 3-4 weekend was brought up. Lots of officials will needed at events
- Budget discussion
- RLC Chair’s (Olivia Rogers’) two-year term is over this summer with elections to be conducted at that time.
Chair report – Al
- Call with Jamie and Wes on sanctioning was interesting and productive. Questions on where to draw the line
- Discussed RX ADhoc committee
- Discussed getting write ups of articles of the history of club rugby from over the last 50 years posted to the USAR and Club websites
- Community agreements are in place and not looking to renegotiate
- USAR position regarding Keeping Men Out of Women’s Sports Executive Order
