Club and Player Eligibility.

Summary: Club Sevens Eligibility Regulations.
Club.
- Must have a registered Level 1 or higher coach with current USA Rugby accreditations.
- Clubs must use CMS at all Qualifying events for player registration/participation verification.
Club Sevens Roster Guidelines.
- Maximum Event Roster: 13 players per Event (limit of 12 players/game roster).
- Minimum Event Roster: 9 players per Event.
- Game Substitutions: Maximum of five player interchanges.
- Non-USA Citizens.
- Maximum Event Roster limit: Two players. Three if one is a Green Card holder or has been registered with that club for the most previous three years (requires verification from senior club eligibility committee).
- Professional Players.
- Maximum Event Roster limit: Two players. Three if at least one has been registered with the club for at least the most previous three years (requires verification from the senior club eligibility committee).
Players.
- Must be registered ‘to the club’ before July 2, 2025 (this includes transfer players).
- Players from overseas must:
- be residing in the United States before July 2.
- have an approved International Clearance (see Regulation 2.5-(a)).
- Must play in at least two Qualifying events (as verified by CMS records).
- Must have their profile setting in RX set to public.
- Must not have played in a Qualifying tournament, with any other club, during the current sevens competitive season.
Basic Waiver Categories: Regulation 7.5.2. (submit requests to eligibility@usaclub.rugby).
- All requests must include a personal statement and include specified documentation.
- Missed Event Participation Requirement due to Medical or Personal Hardship.
- Missed Event Participation due to High-Level Rugby Commitment.
- Professional Rugby Player Status.
- Name Withheld Exemption.
NCS Player Documentation (Sevens).
- Players unable to provide appropriate documentation will be deemed a non-Citizen.
- Documents must be the original or a clean/legible copy.
- Identification.
- Government-issued photo identification or official school-issued ID for students.
- Proof of USA Citizenship.
- Photo page of USA Passport, USA Passport Card, or Enhanced Driver’s License (only from Michigan, Minnesota, New York, Vermont, Washington).
- Government-issued or official school-issued photo ID accompanied by a birth certificate from a U.S. state or territory.
- Naturalization Certificate accompanied by a Government or school-issued photo ID.
- Native American Tribal Identification Card.
NOTE: USA Passport may be used for both Identification and proof of USA Citizenship.
